Innovative Solution for Mandatory Benefits

The Challenge

An employer approached Excess Reinsurance with a dire issue. A new city ordinance required businesses of their size to spend approximately $3.00 per hour per employee on benefits. To this point, the employer had never provided health insurance benefits and wasn’t sure how to proceed.

The Solution

Excess Reinsurance helped the employer develop a manageable benefits plan that complied with the Affordable Care Act and the city’s minimum spend ordinance, even establishing an 831(b) captive program to enable the employer to take back some of the risk in a tax efficient manner.
